Former Asbury Park Police Officer Philip Montgomery and Efrin Rivera of West Long Branch have been arrested and charged with the federal crime of obstruction of justice for the theft of a watch, valued at $2,600 during the execution of an arrest warrant at a private residence in Asbury Park.
