Avon officials have agreed to participate in a study which will analyze the feasibility of sharing services with neighboring towns.<br />
<p>At a meeting Monday the commissioners debated whether the borough should pay $2,800 towards a study, already supported by five neighboring towns, that will analyze the feasibility of sharing certain services among the participating municipalities.<br />
<p>The study, supported by Belmar, Bradley Beach, Lake Como, Neptune and Neptune City, is 75 percent complete and mainly concerns police and municipal court services including dispatch, prisoner detention, use of K-9 units, and management among other aspects.</p>

Bradley Beach officials have now said they will probably not ban smoking east of Ocean Avenue as was originally considered.<br />
<p>Instead, the Borough Council is looking at smoking areas designated along the beachfront after residents and council members alike said they had second thoughts about implementing a total ban.<br />
<p>The total ban east of Ocean Avenue was proposed at council&#8217;s August 11 meeting after presentations by borough youngsters.<br />
<p>At Tuesday&#8217;s council meeting, however, residents broke out in a chorus of &#8220;God Bless America&#8221; when Councilman Gary Engelstad stood by a total ban. <span id="more-6762"></span></p>

<p>Scully&#8217;s grandfather was a police officer in Newark for over 30 years and his father founded and ran a security company for years where he and his brothers worked.<br />
<p>&#8220;I became interested in police work after working at Monmouth Mall. I interacted a lot with the Eatontown police,&#8221; he said. <span id="more-6758"></span></p>

<p>The mayors of the five participating municipalities proposed this feasibility study in response to the increasingly challenging economic conditions in New Jersey. While all of these municipalities already participate in shared service arrangements through inter-local service agreements with one or more of the other municipalities, this represents the first time these five neighboring municipalities have come together as a group to undertake a comprehensive feasibility study of opportunities for sharing these types of services.<br />
<p>Bradley Beach Mayor Julie Schreck said the public has been asking for sharing services and reduced costs for a long time.<span id="more-6588"></span></p>

A plea from borough youth to restrict smoking on the beachfront turned into an all out ban of the habit east of Ocean Avenue at Tuesday night&#8217;s Bradley Beach Council meeting.<br />
<p>Council listened to six members of the Youth Advisory Board speaking about the ills of smoking from every angle including health, economics and environmental.<br />
<p>Most of the children asked for smoking to be restricted to specific beaches, but in the end council unanimously agreed to an all out ban east of Ocean Avenue, which includes the gazebos and promenade. <span id="more-6583"></span></p>
