A Neptune City woman,  found dead in her apartment at the Brighton Arms complex on West Sylvania Avenue Monday morning, is now the focus of a murder investigation.<br />
<p>According to Michael Cunningham of the Monmouth County Prosecutor&#8217;s Office Jonelle E. Melton, 33, was discovered after police and first aid responded to a 911 call.<br />
<p>The call, said Cunningham, came in at 9:07 a.m. Monday morning.<br />
<p>A cause of death has not been released pending an autopsy.<span id="more-6884"></span></p>

Avon officials have agreed to participate in a study which will analyze the feasibility of sharing services with neighboring towns.<br />
<p>At a meeting Monday the commissioners debated whether the borough should pay $2,800 towards a study, already supported by five neighboring towns, that will analyze the feasibility of sharing certain services among the participating municipalities.<br />
<p>The study, supported by Belmar, Bradley Beach, Lake Como, Neptune and Neptune City, is 75 percent complete and mainly concerns police and municipal court services including dispatch, prisoner detention, use of K-9 units, and management among other aspects.</p>

<p>The mayors of the five participating municipalities proposed this feasibility study in response to the increasingly challenging economic conditions in New Jersey. While all of these municipalities already participate in shared service arrangements through inter-local service agreements with one or more of the other municipalities, this represents the first time these five neighboring municipalities have come together as a group to undertake a comprehensive feasibility study of opportunities for sharing these types of services.<br />
<p>Bradley Beach Mayor Julie Schreck said the public has been asking for sharing services and reduced costs for a long time.<span id="more-6588"></span></p>

The Neptune Township Committee this week unanimously adopted an ordinance that regulates special event permits.<br />
<p>The ordinance defines a special event as a commercial enterprise that requires a mercantile license, does not run more than two weeks in length and &#8220;serves the public purpose of furthering the commercial and mercantile growth and stability and/or aesthetics of the Township at large.&#8221;<span id="more-6483"></span><br />
<p>The ordinance also applied a $100 charge for each permit issued, and limits permits to two per applicant in any calendar year, with neither event occurring within 30 days of the other.</p>

A recently installed radar device on a pole on Tucker Drive in Neptune City has given law enforcement and borough officials an accurate account of traffic on the street.<br />
<p>The device, which is on loan, tallied 3202 cars in a five and a half day period going an average speed of 23.7 miles per hour.<br />
<p>The maximum speed detected was 42 with 90 percent of drivers traveling 30 miles per hour.</p>

	After learning of the latest of a string of accidents at a Neptune City intersection the mayor has asked Borough Council to begin the process of putting a four-way stop at the site.
	Mayor Thomas Arnone said at Monday’s council meeting that a four-way stop is needed at Ridge and Fourth Avenues.

Police in Neptune City may soon have another vehicle at their disposal to take care of the town&#8217;s law enforcement.<br />
<p>At the May 26 meeting the mayor and council gave Police Chief William Geschke the approval to apply for a $10,425 Edward Byrne Grant, which may be used to help fund the purchase of a marked low speed vehicle.<br />
<p>Similar vehicles, called <span class="caps">GEM</span>, or Global Electric Motorcar, are currently used in Bradley Beach and Belmar.<span id="more-6077"></span></p>
