Two Neptune police officers were promoted to the rank of captain at this week’s Township Committee meeting.

Lieutenants Larry Fisher Jr. and Robert Mangold, both 26-year veterans on the police force, were promoted during special ceremonies.

“Filling these captain positions is critical to our police department,” Deputy Police Chief
James Hunt Jr. said.

Fisher has served as an officer supervisor for 15 years and was the township’s first DARE officer. He has served as a shift commander and a detective.

Since March, Fisher has been managing the township’s Community Outreach and Community Policing programs. Now that he has been promoted, he will oversee a reorganization of the department’s detective, juvenile, and traffic bureaus as well as school patrols and the community policing and outreach programs.

Fisher is a graduate of Neptune High School and has spent a lot of time coaching, counseling and mentoring local youth.

Mangold has been a supervisor of officers for 11 years and led the township’s Quality of Life team for four years. He has served as a detective and a shift supervisor.

Mangold has been assigned to the Monmouth County Narcotics Strike Force and is a Navy veteran. He has a Bachelor’s Degree in Public Administration from Fairleigh Dickinson University and he will now oversee the uniformed patrol officers, sergeants and lieutenants, as well as the street crimes units.

Mangold is also involved in youth sports programs and has a strong relationship with Neptune’s community leaders and residents.

“I can attest to the fact that Neptune has promoted two outstanding individuals,” Monmouth County Sheriff Shaun Golden said after Monday’s ceremony.
