Edward D. Kirschenbaum  has resigned as director of public safety for Neptune City, effective at the end of the year.

“Our mission starting January 1, 2010 was to reinstate the position of a chief of police for the Neptune City Police Department,” Kirschenbaum said in his resignation letter to Mayor Robert J. Brown dated Nov. 21.

“Captain Matthew J. Quagliato is an excellent choice, and he will continue to move the police department forward in a positive and professional manner as the next chief of the Neptune City Police Department,” Kirschenbaum wrote.

At this week’s meeting of the Borough Council, Councilman Joseph Zajack, chairman of the administration of justice committee, moved to accept Kirschenbaum’s resignation “with regret.” The council approved the motion unanimously.

“It has been a pleasure working with you, the members of the Neptune City Borough Council, the men and women of the Neptune City Police Department and your team of dedicated Neptune City professionals and first responders over the last nine years,” Kirschenbaum wrote. “I will continue to make myself available to help with the transition of my administrative duties so that the Neptune City Police Department continues to function smoothly after my departure.”

Brown said after the meeting that the council will not fill the post of public safety director once Quagliato becomes chief. The pay range for the chief’s position is set at $140,000 to $160,000 in the council’s latest salary ordinance, which is pending final adoption.

Kirschenbaum retired from the Monmouth County Prosecutor’s Office on August 31, 2005 as chief of detectives. He served that department for more than 21 years.

After retirement, he founded E. Kirschenbaum & Associates, a Red Bank firm specializing in investigations, security and risk assessment solutions.
